国有资产私有化是提高国民经济效益的一种手段。无论是哪个国家,在实行私有化的过程中,都必须在吸收国际经验的基础上制订一系列适合本国国情的原则和规则。俄罗斯政府本来是可以借鉴国际经验,推行正常的私有化进程,从而提高国民经济效益,但是,它却没有遵循世界各国公认的任何一条私有化规则,而是采取了一些导致严重社会和经济后果的方式和方法。其原因既有领导阶层的肤浅无知,还有法律保障的严重滞后,也有外界力量的消极影响等几个方面的因素。
Privatization of state-owned assets is a means of improving the national economic returns.
