如何处理好经济发展与安全发展的关系,一直是各级党委和政府及企业十分关心的问题。正确处理好二者的关系,是确保经济发展、社会稳定和企业健康发展的关键。党的十八大报告明确指出:“科学发展观是中国特色社会主义理论体系的最新成果,是中国共产党集体智慧的结晶,是指导党和国家全部工作的强大思想武器。”而科学发展观的核心是以人为本。把依靠人作为发展的根本前提,把提高人的素质作为发展的根本途径,把尊重人作为发展的根本准则,把为了人作为发展的根本目的。科学发展观的内涵说明,经济发展与安全发展密不可分,经济发展是第一要务,安全发展是根本保障。
How to handle well the relationship between economic development and security development has always been a major concern to Party committees and governments at all levels and enterprises. Correctly handling the relationship between the two is the key to ensuring economic development, social stability and healthy development of enterprises. The 18th CPC National Congress report clearly states: “The scientific concept of development is the latest achievement of the theoretical system of socialism with Chinese characteristics and is the result of the collective wisdom of the Chinese Communist Party and a powerful ideological weapon for directing the entire work of the Party and the state.” " The core of the concept is people-oriented. To rely on people as the fundamental premise for development, to improve people’s quality as the fundamental way of development, to respect people as the fundamental principle of development and to regard people as the fundamental objective of development. The connotation of the scientific concept of development shows that economic development is inextricably linked with the development of security. Economic development is the top priority and security development is the fundamental guarantee.
