前不久,《太原日报》刊载了一篇题为《“段村长”的烦恼》的报道。读后,我的心久久不能平静。烦恼由来段主任(称村长不符合法律规定)名叫段二巴,从五十年代起就一直担任组长、小队长、大队长、村主任等职务。去年11月份,村民委员会换届时,他又当选为村民委员会主任。按理说,这是全体村民的喜事,也是他本人的高兴事,可他为什么烦恼呢?事出有因。上届村民委员会主任高二小,换届时落选了,这本是村民意志的体现,高却误认为段和他过不去,是他的“绊脚石”。所以,落选的高当上村党支部书记后,一直把持着村民委员会的公章,并说:“我党支部书记说话,还是算数的,村委会的公章交不交段二巴,还得上支部会研究”。这一“研究”,使得段主任上任一个多月无法工作,不无烦恼,他说:“我这个主任现在还是有职无权,公章在高支书手里,想办的事都办不成……”。支部书记拒不交出村委会公章,毫无道理。村委会主任执掌公章顺理成章,天经地义。
