初级卫生保健至少包括下面几层含义:从居民需要和利益来看:(1)居民最基本的必不可少的;(2)居民团体、家庭、个人均能获得的;(3)费用低廉、群众乐于接受的卫生保健。从卫生工作地位和作用来看:(1)应用切实可行、学术上可靠的方法和技术;(2)最基层的第一线卫生保健工作;(3)国家卫生体制的一个重要组成部分和基础;(4)以大卫生观念为基础,工作领域更宽,内容上更加广泛。
