中央教育部函知本省教育厅:为了培养中国儿童的新的道德品质,鼓励创作儿童文艺作品,提高儿童文艺作品的质量,中国人民保卫儿童全国委员会特拨出该会福利金之一部分,作为奖励儿童文艺作品的奖金。另邀请文艺作家及有关团体负责人丁玲、张天翼等十七人组成儿童文艺作品评奖委员会,并决定评奖办法为:
The Ministry of Education of the Central Committee informed the provincial Department of Education that in order to cultivate the new moral qualities of Chinese children, encourage the creation of children’s literary and artistic works and improve the quality of children’s literary and artistic works, the Chinese National Committee for the Defense of Children sets aside part of the welfare fund as a reward Child literature and art works bonus.
