人力资本投资除了能给投资者本人带来货币收益或经济效益之外,它常常会给投资者以外的其他人带来影响,同时还能促进其它生产要素效能的发挥,即产生外部性。人力资本投资一般具有较强的正外部性。这种正外部性的产生是由人力资本本身的特点所决定的,并且这种正外部性要受到几个方面因素的制约,主要表现在:人力资本投资的非均衡性可能会导致劳动力市场的分割;技术和知识的外溢有可能会导致创新的动力不足;某些人力资本投资具有外部“二重性”。针对这些约束条件,有必要在人力资本投资领域进行公共政策干预。
