临近元旦、春节,各种形式的购物卡、提货卡又热销市场,随之衍生的“黄牛党”也浮出水面,串起旺盛的卡类供需流通市场。无论逢年过节送礼、发年终奖,还是平日里的节日费、人情往来,购物卡在人们生活中扮演着越来越重要的角色。但与此同时,对于购物卡“灰色消费”、“洗钱腐败工具”等的指责也随之而来。事实上,叫停“购物券”、“购物卡”的呼声和努力从未停止。早在1991年,国务院办公厅就发布了《关于禁止发放使用各种代币购物券的通知》,要求“已发放尚未使用的购物券,一律停止使用,由发放单位立即收回销毁”;1993年、1998年和2001年相关监管部门又出台了很多禁令和条例。今年5月25日,国务院办公厅下发《关于规范商业预付卡管理的意见》(以下简称《意见》),运用购卡实名登记、购卡额度规定、严格开具发票、资金走银行渠道、备付金监管五大方法,全面疏堵利用商业预付卡洗钱、套现、偷逃税款以及行贿受贿的腐败行为。《意见》给利用购物卡行贿受贿者再次敲响了警钟。但实名制实行后,商家规避政策“各显神通”。国际通用的购物卡,缘何到了中国就有些变味了?市场混乱是源于事物本身,还是监管漏洞?

On May 25 this year, the General Office of the State Council issued the Opinions on Regulating Commercial Prepaid Card Management (hereinafter referred to as “Opinions”), applying the provisions of the real name registration and purchase quota for card purchase, strictly issuing invoices and earmarking funds to go through the banking channels.
