2012年6月27日,中国社会科学院财经战略研究院发布《中国公共财政建没报告2007-2012(全国版)》。从涉及角度和涵盖的广度上来看,我们可以把它当做前五年中国财政的缩影。那么这五年我国财政都做了哪些大事?该报告指出了很多特点,比如国家财政改革提出公共财政概念、政府应该做的是提供公共服务、财政非盈利化指标幅度下降、在体制上确认了中央和地方权力、义务、事权、财权的集中,“跑部钱进”依然没有得到有效解决等等。
On June 27, 2012, the Institute of Financial Strategy of the Chinese Academy of Social Sciences released the “Report on the Construction of Public Finance in China 2007-2012 (National Version)”. From the angle of coverage and perspective, we can regard it as a microcosm of China’s finance in the first five years. What are the major financial issues that our country financed over the past five years? The report pointed out many characteristics such as the concept of public finance proposed by the state finance reform, the government’s obligation to provide public services, the declining rate of fiscal nonprofit indicators and the institutional confirmation The central and local powers, obligations, powers, the concentration of financial power, “running money into ” still have not been effectively resolved and so on.
