少年儿童是祖国的未来,民族的希望,是全面建设小康社会的后备军,切实做好儿童工作,培养21世纪需要的高素质人才,是历史赋予各级政府的重要责任。2001年,青海省人民政府制定并公布实施了《青海省儿童发展规划(2001年-2010年)》(以下简称《儿童规划》)。《儿童规划》以改善儿童生存、发展环境,全面提高儿童素质为重点,以培养和造就21世纪社会主义现代化建设事业的合格建设者和接班人为目的,从儿童与健康、儿童与教育、儿童与法律保护、儿童与环境4个领域提出相应的目标和策略措施,为促进青海省各族儿童的健康成长和儿童事业的持续发展提供了有力的保障,也为儿童健康成长创造了更好的环境和条件。《儿童规划》的内容是青海省全面建设小康社会的重要组成部分,儿童发展规划的监测结果既是对儿童规划实施情况的报告,也是社会发展水平综合反映的重要方面。规划实施以来,全省各级各地与时俱进,认真贯彻实施《儿童规划》,儿童事业得到持续发展。一、儿童生存和发展的社会经济环境

The monitoring results of the child development plan are not only a report on the implementation of the children’s plan but also an important aspect of the comprehensive reflection of the level of social development.
