无产阶级文化大革命以来,随着我国工农业生产的蓬勃发展,特别是农业机械化的不断发展,农业生产用油量日益增多。因此,需要建设大量储油设备,保证及时供油。各地商业部门遵照毛主席关于“发展经济,保证供给”的教导,贯彻土洋并举、大中小并举等两条腿走路的方针,发扬“自力更生、艰苦奋斗”的革命精神,建造了数量不少的土油罐。这些土油灌结构简单,造价低廉,可以因地制宜,就地诹材。各地领导普遍重视土油罐建设,他们坚持以小型为主,面向基层,支援农业的方向,认真总结经验,继续试验和推广建造土油罐,土油罐的质量越来越好。
