大震后及其强余震结束后,地震紧急救灾工作告一段落,重建家园与恢复生产问题则提到议事日程。为了既经济合理而又能抗御今后的地震,本文首先讨论了重建家园的基本烈度评定的对策,包括最大地震的强度判定、几十年至百年内大震区地震强度上限的确定,以及最可能发生的破坏性地震强度等三个方面;然后提出了重建家园与恢复生产的具体对策。
After the earthquake and its aftermath of strong aftershocks, the emergency relief work of the earthquake came to an end. The issues of rebuilding homes and resuming production were mentioned on the agenda. In order to be both economical and reasonable and able to resist future earthquakes, this paper first discusses the measures to assess the basic intensity of rebuilding homes, including the determination of the magnitude of the maximum earthquake, the determination of the upper bound of the earthquake intensity in the major earthquakes from decades to centuries, The destructive earthquake intensity occurred three aspects; then proposed to rebuild their homes and resume production of specific measures.
