为加快形成多元化办医格局,当前全国多地正在探索如何有效调动社会力量参与公共医疗服务,一些西方发达国家的非公医院发展经验成为各级决策者参考的对象,但却很少有人关心这些国家“非公化”改革(中国称之为“社会化”和“多元化”)本身的实际成效和影响到底如何。文章考察了德国医院体系“非公化”改革情况,发现虽然改革大大促进了民间投资和私立医院体系发展,但其医疗服务体系公共产品整体供应能力却出现明显滑坡,这一结果值得有着类似改革议程的中国关注,改革不能片面强调多元化和社会化,而应注重整体服务水平和能力的提高。
