社会保障管理是社会保障体系的重要组成部分,也是社会保障制度得到落实的关键环节。尽管十几年来我国社会保障管理能力有了较大发展,但仍不适应社会保障事业的需要。集中表现在管理范围广而分散、管理的代价较高,政事混淆,宏观把握和外部监督机制不完善,管理过程的混乱,工作效率不高、运行环节柔韧度较大,流动性较大。无论是管理部门还是单独的个体成员都缺乏必要的公共管理架构的思想,官商勾结,腐败严重一直制约着社会保障整体结构向着完善的程度发展。本文在分析我国社会保障管理现状及其存在问题的基础上,依据公共管理服务理论,从我国社会保障管理的体制、人员、信息化建设角度给出几点建议。
Social security management is an important part of the social security system and also a key link in the implementation of the social security system. Although our social security management capacity has been greatly developed in more than a decade, it still does not meet the needs of the social security undertaking. Concentration in the management of a wide range of scattered, higher management costs, confusion between politics, macro-control and external oversight mechanisms are not perfect, the chaos of the management process, the work efficiency is not high, more flexible links, more liquidity. Both the management department and individual members lack the necessary public management structure. The collusion between officials and businessmen, and the serious corruption have always restricted the overall structure of social security to a perfect level. Based on the analysis of the status quo of social security management in our country and its existing problems, this article gives some suggestions based on the theory of public management service from the point of view of the system, personnel and informationization of social security management in our country.
