一、成功的背后 1.政府支持力度大 我国创业中心的建立和发展,是在一个专门的机构——国家科委火炬计划办公室的指导与协调下进行的。这在世界上绝无仅有。为规范创业中心的发展,火炬办于1994年11月制定了《关于我国高新技术创业服务中心工作的原则意见》(以下称《原则意见》),对创业中心的性质、任务、创办的条件、享受的优惠政策、管理办法等进行了具体规定,并认定一批国家级创业中心,以示范全国创业中心的建设和发展。为此出台了《国家高新技术创业服务中心认定条件及办法(征求意见稿)》。
