007系列电影中曾描述过这样的一个镜头:一个幻想称霸宇宙的科学狂人,发明了一种能掳夺天上卫星的天基反卫星系统,以便引发两个超级大国之间发生战争。美国《一周》周刊报道,从灵巧炸弹到智能手机,从早期预警到侦察监视,美国军事优势很大程度上依赖于卫星,这使得卫星成为冲突中敌方重点关注的目标。而对美国来说,更大的麻烦是美国卫星大多数都无法进行自卫并且很难被替换。
