改革党的纪律检查体制,既符合实际工作需要,又体现改革时代精神。改革开放30多年特别是党的十八大以来,反腐败力度不断加大,成绩有目共睹。然而,滋生腐败的土壤依然存在,反腐败机构职能分散、难以形成合力,有些案件难以坚决查办,腐败案件频发却责任追究不够,形势依然严峻复杂。责任不清、追究不力,已成为制约反腐败的瓶颈,是最难啃、却必须去啃的硬骨头,最难跋涉、却必须越过的急流险滩。责任追究的机理,就是以机制倒逼制度,确保改革刚性。

Unclear responsibilities and poor accountability have become the bottlenecks that restrict the fight against corruption. They are the hardest to chew, but they must go to the bones hard to eat. The most difficult route to cross the rapids is the rapids. The mechanism of accountability is to force the system by mechanism and ensure the rigidity of reform.
