现代管理理论认为:当企业外部环境变化后,会引起企业组织的变革。变革的原因不同,变革的方法,措施也就不同。民营企业集团化涉及到企业组织的重大变革,它与国有企业集团化有相同点,更重要的有着若干不同点,贫困地区民营企业集团化更有许多特殊点,研究上述各方面情况,可以看见,市场竞争强烈要求贫困地区民营企业迅速实行集团化,但集团化的基础还很薄弱,两方面形成鲜明的反差。如何认识和掌握这个基本区情,对制定贫困地区民营企业集团化正确的政策是十分必要的。
