碳减排评价机制的法定化和标准化,既是我国碳减排政策有效运行的基础,也是碳减排政策体系发展、完善的保障。为确保我国碳减排评价法律机制的科学性、有效性和公平性,需要在科学界定碳减排评价法律机制的技术和制度属性的基础上,合理确定碳减排评价法律机制构建的原则、构建层次和法律制度体系,以此促进我国碳减排政策体系的健康发展。
The legalization and standardization of the carbon emission reduction assessment mechanism are both the basis for the effective operation of China’s carbon emission reduction policies and the guarantee and development of the carbon emission reduction policy system. In order to ensure the scientific, effective and fair legal mechanism of carbon emission reduction assessment in China, we need to rationally determine the principles for establishing a legal mechanism for carbon emission reduction assessment based on the scientific definition of the technical and institutional attributes of the legal mechanism for carbon emission reduction assessment. Build a hierarchy and legal system to promote the healthy development of China’s carbon emission reduction policy system.
