受浙江省财政厅委托,2013年,浙江大学公共政策研究院以“县图书馆”、“农家书屋”、“村村通(响)”和“送戏下乡”四个项目为依托,对浙江省基层公共文化建设情况开展综合绩效评价,形成绩效评价报告。该评价报告向社会公开,并将其中主要内容以“公共政策内参”的形式上报省委书记夏宝龙、省长李强等省领导,得到了充分肯定。副省长郑继伟批示:“这个评价研究揭示出基层公共文化建设中存在的诸多问题,应当引起高度重视。请财政、文化、广电、新闻出版等相关部门研究提出意见,并在研究公共文化服务标准化均等化时一并考虑。由第三方对公共政策和公共财政支出项目进行绩效评价很有意义。要适度考虑公共政策的初衷、实施的历史、社会生活条件的变化,适度区分政策效应和实施努力。”财政部预算司对浙江大学公共政策研究院上报的“公共政策内参”相关内容进行了整理归纳,现本刊发表。
