四川省水电资源在其能源资源构成中占绝对优势，但目前开发利用程度极低。本文就在市场经济条件下如何开展电力规划等情况进行了分析，提出四川省的水电资源开发应纳入全国一次能源平衡、雅砻江和金沙江下游河段水电资源“一条线”实现流域、梯级、滚动开发的设想，并提出电力建设所在地与受电地区共享电力企业的地方税收建议，以利“西电东送”格局的形成和发展，促进全国能源资源优化配置。
Hydropower resources in Sichuan Province constitute an absolute predominance in the composition of its energy resources, but the current development and utilization is extremely low. This paper analyzes how to carry out power planning in a market economy. It is suggested that the development of hydropower resources in Sichuan Province should be integrated into primary energy balance in the whole country. The “one line” of hydropower resources in the lower reach of Yalong River and Jinsha River should be implemented in a basin, , The idea of rolling development, and put forward local tax proposals for sharing electric power enterprises in the areas where electric power construction locates with the power-receiving areas so as to facilitate the formation and development of the pattern of “sending power from west to east” and promote the optimal allocation of energy resources nationwide.
