建国以来,在传统的经济体制下,我国国家资源一直由企事业单位无偿地、无限期地占有和使用,形成了资源无偿使用制度。四十年来资源开发和利用的实践证明,这一制度有很多弊端,资源要有偿使用这一点,正在被越来越多的人们所认识。如何在新的经济体制中,保护国有资产不受侵蚀,保证国有资产的正常补偿和增值,真正实现全体公民对社会财产的公平占有与受益,已是不容回避的问题了。
Since the founding of the People’s Republic, under the traditional economic system, China’s state resources have been occupied and used by enterprises and institutions at no cost and for an indefinite period, forming a system of free use of resources. The practice of resource development and utilization over the past 40 years proves that this system has many drawbacks and that resources are being paid for use are being recognized by more and more people. How to protect state-owned assets from erosion, ensure the normal compensation and appreciation of state-owned assets, and truly realize the fair occupation and benefit of all citizens in social property is an unavoidable problem in the new economic system.
