中国应将对外经贸政策的着力点从刺激供应转向创造需求,特别是来自新兴经济体和发展中国家的市场需求。在世界各国大规模财政政策的刺激下,近期全球经济普现触底反弹迹象。但失业率高企、需求不足、产能过剩、信用卡危机引而未发、保护主义盛行等诸多不确定因素的存在,使世界经济增长缺乏基本面支撑,难免产生动荡、调整和反复。本次世界经济复苏注定将是一个缓慢、艰难而漫长的过程。而在应对全球金融危机中,中国经济的发展也迎来了新的历史性机遇。
China should shift the focus of its foreign economic and trade policies from stimulating supply to creating demand, especially from emerging economies and developing countries. Stimulated by the large-scale fiscal policies in various countries in the world, the global economy has seen signs of a rebound in the near future. However, there are many uncertainties such as the high unemployment rate, insufficient demand, overcapacity, the credit card crisis and the prevalence of protectionism, which make the world’s economic growth lack fundamentals and inevitably lead to turmoil, adjustment and repetition. The world economic recovery is bound to be a slow, difficult and long process. In response to the global financial crisis, China’s economic development also ushered in a new historic opportunity.
