分权是为了防止独断专行,有效制止腐败,提高效率。所以权力分立就是通过对权力和利益的分配制约,来保证利益主体的意志得到贯彻,权利得以实现,而不被个别具体的权力运作人随心所欲地操纵的一种社会运行机制。
Decentralization is aimed at preventing arbitrariness and effectively stopping corruption and improving efficiency. Therefore, the separation of powers is a kind of social operation mechanism through which the power and the distribution of interests are restrained to ensure that the will of the main body of interests will be implemented and the rights will be realized, without being manipulated by any particular specific power operator.
