在分析黄河工程管理基本情况的基础上,剖析了黄河工程管理中存在的管理体制不顺、机制不活、经费严重短缺等突出问题,论述了水管体制改革对于强化黄河工程管理的重大意义。阐明了黄河水利委员会水管体制改革的下一步工作重点是开展工程维修养护合同化管理,围绕水管单位管、养分离之后内部运行机制的建立,制订完善相关管理办法等。提出了深化水管体制改革须要解决的维修养护经费、维护队伍的社会保障、基础设施建设等主要问题。
Based on the analysis of the basic situation of the management of the Yellow River Project, this paper analyzes the prominent problems of the management of the Yellow River such as the unsmiling management system, the inactivity of the mechanism and the serious shortage of funds. It also discusses the great significance of the reform of the water management system in strengthening the management of the Yellow River Project. Clarified that the next step of the Yellow River Water Conservancy Commission’s water management system reform is to carry out the contract management of engineering maintenance and conservation. Around the management of water management units, the establishment of internal operation mechanism and establishment and improvement of relevant management measures. Proposed to deepen the reform of the water system needs to be resolved to repair and maintenance funds to maintain the team’s social security, infrastructure and other major issues.
