当前。在企业改革和转制过程中,存在着企业职工大量下岗的现象。这一现象已成为企业深化改革的难解之结。在我们宁波这样经济较为发达的沿海地区,也面临着这一严峻的现实。一、宁波市职工下岗状况 (一)职工下岗人数呈激增之势。近几年,随着企业转制的广泛开展,企业富余人员在生产岗位的不断剥离。以及部分企业由于亏损而处于困境的原因,职工下岗人员不断增多。1994年,我们对宁波市属工交系统11个局进行调查发现,下岗人员有5348人,占职工总数的4.7%。1995年又对市属二轻、机
