旅游扶贫是一种重要的产业扶贫方式,近年来在我国民族地区精准扶贫中起着越来越重要的作用。但是各地区在实施旅游扶贫时多未考虑本地区经济发展程度与旅游资源禀赋度之间的关联问题,旅游业发展同质化严重,贫困户参与度不高,旅游业收益分配也存在问题,这些都使旅游业发展未能起到应有的扶贫效果。以湘西州为例,精准分析经济发展程度与旅游资源禀赋度之间的联系,提出基于行政区划的旅游扶贫模式,对于湘西州及同类民族贫困地区实施旅游扶贫,具有较高的应用价值。
Poverty alleviation by tourism is an important way to alleviate poverty in industry. In recent years, it has played an increasingly important role in poverty alleviation in our ethnic minority areas. However, in the implementation of tourism poverty alleviation in various regions, they mostly failed to consider the connection between the degree of economic development in the region and the endowment of tourism resources. The homogeneity of tourism development was serious, the participation of poor households was not high, and there were problems in income distribution of tourism. All of these make the development of tourism fail to play the due effect of alleviating poverty. Taking Xiangxi Prefecture as an example, this paper analyzes precisely the relationship between economic development degree and tourism resource endowment degree, and puts forward the mode of tourism poverty alleviation based on administrative divisions, which has high application value for poverty alleviation in Xiangxi Prefecture and other ethnic poor areas.
