美国经常随意使用武力,来维护其强权政治和霸权利益。但是在进行战争决策时又非常注重战争行为的合法化、神圣化和正义化,由此形成美国战争决策伦理。在利益趋向、思维模式、规范和决策实施等方面,美国战争决策伦理都有相应的规定性。仔细研讨美国战争决策伦理的特点,不仅能揭露其谋求霸权的本质,也可以开拓我国战争决策伦理研究的新领域,对建设信息化军队、打赢信息化战争也具有重要的理论与实践价值。
The United States often uses force arbitrarily to defend its power politics and hegemony interests. However, in the process of making war decisions, great attention is also paid to the legalization, sanctification and justice of the acts of war, thus forming the ethics of decision-making in the American war. In the interests of the trend, thinking mode, norms and implementation of decision-making, the United States has a corresponding ethical decision-making ethics of war. A careful study of the characteristics of the decision war ethics in the United States not only reveals its essence of seeking hegemony, but also opens up new fields of ethical research on the war decision-making in our country. It also has important theoretical and practical values for building an information-based army and for winning an informatized war.
