河南泌阳县有些政府部门纵容、支持一伙流氓恶势力插手政府管理职能,“承包”客运和煤炭市场管理,压榨勒索百姓,自己则坐地分赃拿“承包费”。记者问为什么让流氓如此横行霸道的原因,泌阳县交通局、物资局的负责人竟说:这儿只有这些人能治住。政府部门竟然软弱到如此程度,以至将政府职权拱手让给流氓恶势力?细细想来,决非这样简单,恐怕那个“承包费”的诱惑力太大了!从严格的意义说,政府职权旁落恶势力,实际上是恶势力用金钱收买了政府职权。
