潮州堤围位于韩江由山地进入平原的第一线,是韩江三角洲防御洪讯的首要屏障.潮州北堤、城墙堤和南堤位于韩江西岸,现捍卫潮州市、阳揭县、普宁县、潮阳县、汕头市区等三县二市的部分地区人口261万人,耕地105万亩,鱼塘2万亩,主要工矿企业年产值10亿元以上.韩江东岸和支流北溪有意东堤、东厢围、秋北围、秋西围等四大堤围,现捍卫潮州市、饶平县、澄海县等二县一市部分地区人口53万人,耕地27万亩.江东围位于韩江分流东西溪之中,现捍卫本区人口5万余人,耕地2.7万多亩.
