周恩来抱病飞赴长沙,与毛泽东深夜长谈,作出决定中国命运的重大决策四届人大早在几年前就准备召开,1970年庐山会议的主要议题之一就是为筹备召开四届人大作准备,因为出了林彪集团坚持设国家主席、坚持“天才论”而大闹庐山的严重事件,不得不改变了原来的议程。1971年又发生了林彪叛逃事件,不得不再一次改变了党和国家既定工作日程的正常进行。直到1974年,筹备召开与三届人大已经相隔9年的四届人大才有了较为成熟的条件。
Chou En-lai flew to Changsha for a long time and took a long talk with Mao Zedong late into the night to make a major decision on China’s fate. The Fourth National People’s Congress was ready some years ago. One of the major topics of the Lushan Meeting in 1970 was to prepare for the convening of the Fourth National People’s Congress, Because of the serious incident in which Lam Biao Group insisted on setting the country’s chairman and insisting on “genius theory” and ridiculing Lushan, it had to change its original agenda. The defection by Lin Biao took place again in 1971 and the normal progress of the established work schedule of the party and the state has to be changed once again. It was not until 1974 that there was a more mature condition for the preparation for the Fourth National People’s Congress, which has been separated from the Third National People’s Congress by 9 years.
