党的基层组织是党全部工作和战斗力的基础,是落实党的路线方针政策和各项工作任务的战斗堡垒。新形势下党的基层组织建设中存在的问题是:非公有制经济组织党的建设力度不足,国有企业党的基层组织建设出现新问题,城市社区党的基层组织职能定位缺乏可操作性,农村党的基层组织建设亟待加强。新形势下加强党的基层组织建设应着重解决以下问题:大力推进思想观念创新,积极探索党的基层组织设置形式,努力推进基层党支部领导班子的建设,不断完善基层党组织的运作模式。
The grass-roots party organizations are the foundation for all the party’s work and combat effectiveness and are the battle bastions for implementing the party’s line, principles, policies and various tasks. Under the new situation, the basic problems in the construction of the grassroots organizations in the party are: the lack of building of the party in the non-public economic organizations; the emergence of new problems in the building of the grassroots organizations in the state-owned enterprises; the lack of maneuverability of the functions of the grassroots organizations in the urban community parties; The grass-roots organizations need to be strengthened. In the new situation, strengthening the building of the grassroots organizations of the party should focus on solving the following issues: vigorously promoting the innovation of ideology, actively exploring the setup of the grassroots organizations of the party, making efforts to promote the building of the leading group in the grassroots party branches, and constantly improving the operation mode of the grassroots party organizations.
