近日,欧盟委员会发布公告,对其贸易规则(3030/93)中第三国进口纺织品管理的一般规则作出修改,并增加了针对中国的特保措施条款。经贸委有关官员指出,对华特别保障措施正成为中国加入世界贸易组织后贸易磨擦增加的新问题。这是继美国、韩国、加拿大、澳大利亚、新西兰、印度等国制定了对华保障措施法规后,又一个涵盖15个国家的地区性组织制定的对华保障措施法规。
Recently, the European Commission issued a public notice amending the general rules governing the import of textiles by third countries in its trade rules (3030/93) and adding provisions for safeguard measures against China. Relevant officials from the Economic and Trade Commission pointed out that the special safeguard measure for China is becoming a new issue of increasing trade friction after China’s accession to the World Trade Organization. This is another safeguard measure that China has adopted after its safeguards laws and regulations have been formulated by the United States, South Korea, Canada, Australia, New Zealand and India and other regional organizations covering 15 countries.
