目前我国各类行政规划公众参与机制依然存在着诸多不足,未能充分保障公众参与的权利空间。为此,本文试从实体规制和程序规制等方面对公众参与制度进行调整和完善,并提出应加强公众参与意识的培育,从而建立起公民与政府之间的良性互动关系,以期尽量减少或者避免因行政规划而产生的侵权、腐败以及各种社会悲剧的发生。
At present, there are still many deficiencies in the public participation mechanisms in all kinds of administrative planning in our country, failing to fully guarantee the right space for public participation. Therefore, this paper attempts to adjust and perfect the public participation system from the aspects of entity regulation and procedural regulation, and puts forward that we should strengthen the cultivation of public participation awareness so as to establish the benign interaction between citizens and government so as to minimize or avoid Infringement, corruption and various social tragedies due to administrative planning.
