信函业务作为邮政企业的基础业务,是邮政中用户最多,涉及面最广,影响最大的一项传统业务。它事关国计民生,对于传递信息、发展经济、交流感情等方面都起着极为重要的作用。发展信函业务,做好信函传递工作,方便广大用户,更能直接体现“人民邮电为人民”的服务宗旨。但是,长期以来,由于我国体制上的原因,邮电企业缺乏竞争机制,使一些同志产生了偏见。他们认为信函业务独此一家,不会有竞争,用不着下功夫去抓,甚至嫌信函业务量大,资费低,收益少,发展潜力不大。表现在日常行动上,
