多年来,医疗服务行业的调整和变革可谓千头万绪,问题很多,争论很多,各式各样的做法也很多。但是,从总体看,医疗服务领域多年改革所取得的效果或进展并不尽如人意。医疗服务领域改革的进展为何如此艰难?究其原因,有方方面面,个人认为,没有协调和处理好医疗机构改革和管理之间的关系也是其中之一。对于卫生行政决策部门的管理者,在今后的工作中,如何认识医疗服务领域的改革和管理及其相互间的关系,并在实践中加以把握,是一个值得探讨的问题。就此,谈几点个人的认识。
Over the years, adjustments and changes in the medical service industry can be described in many aspects. There are many problems, many controversies, and many different kinds of practices. However, on the whole, the achievements or progress made in the multi-year reform of the medical service sector have not been satisfactory. Why the progress of reform in the field of medical services so difficult? The reason, in all aspects, personally think that there is no coordination and handling of the relationship between the reform and management of medical institutions is one of them. In the future work, how to understand the reform, management and mutual relations in the field of medical services and how to master them in practice is a question worthy of discussion. In this regard, talk a few personal understanding.
