近年来,我国工程质量事故频繁,建筑产品技体倒塌,造成人员伤亡严重、经济损失惨重,令人触目惊心。究其原因主要表现在以下几方面: 1.建筑市场失控。大量农村剩余劳动力转移到建设行业。据有关方面统计,建设大军中有2/3是农民合同工。这些队伍先天不足、素质差,不择手段进行竞争。 2.山高皇帝远,建设管理滞后.有的实行封闭式管理。有些长官工程和经济开发区自成体系,建设主管部门无法过问。 3.施工队伍饥不择食,互相压低标底。有的不但没有预付款,反而要代垫款,企业便偷工减料。 4.鱼目混珠,很多劣质建材和设备,纷至沓来。 工程质量问题是一项错综合复杂的顽疾。必须综合治理。建议: 1.尽快出台《中华人民共和国建筑法》,促使各项工程质量法规更加健全和完善。 2.加强建设主管部门的职责和权限。 3.统一并加加政府的质量监督机构。自1984年起,
