一、战略:跨越重化工业阶段关于广东的产业发展方向,选择什么战略,目前在理论工作者和实际工作者中存在一种争论:是否按部就班走重化工业道路。我们认为,珠江三角洲,乃至广东省应该跨越重化工业阶段,实施协调发展战略。主要有如下理由: 1.正反两方面的经验教训。建国初期,广东的工业是一个超轻型的结构,轻工业产值占工业总产值的80-90%,这固然因为工业基础十分薄弱,但不可否认轻型工业是有优势的。六、七十年代,与全国情况一样,因受重工业优先发展,工业“以钢为纲”思想指导,不顾历史形成的产业优势和自然资源情况,工业投资重心却人为地转向重化工业部门。“三五”、“四五”、“五五”三个五年计划时期,重工业投资占工业投资的89.04%。但是,1980年与1957年相
