国民经济有计划、按比例发展规律,是不是社会主义、共产主义生产方式特有的经济规律?学术界存在着不同的认识。与此相联,在社会主义存在着商品生产的条件下,国民经济有计划、按比例发展规律同价值规律是什么关系,可否用价值规律取代或否定国民经济有计划、按比例发展规律?人们的看法也有着根本分歧。因此,进一步研究和弄清这些问题,无论就社会主义经济建设和理论研究来说,都具有重要意义。
Is there any economic law peculiar to the mode of production of socialism and communism in the planned and pro-rata development of the national economy? There are different understandings in academia. In this connection, under the conditions of the existence of commodity production in socialism, what is the relationship between the law of planned and prorated development of the national economy and the law of value, and whether the law of value can replace or negate the planned development of the national economy in a pro-rata manner? The views also have fundamental differences. Therefore, further study and clarification of these issues are of great significance both for the socialist economic construction and for the theoretical study.
