不可否认,第一轮承包内部收入再分配的激励机制,由于有失公允而产生负效应:其一,职工对工资、奖金、调资、分房之类收入再分配的期望值居高不下。其二,职工收入虽有所提高,企业内耗却日趋严重,生产效率每况愈下。这种反常现象,引起了企业界的困惑和不安。笔者认为,在第二轮承包在即之时,避免这一现象出现的关键,就是必须从公平理论的角度,重新认识、调整、完善第一轮承包的内部收入再分配。
Undeniably, the incentive mechanism for the redistribution of income within the first round of contracting has negative effects due to unfairness. First, the expectation of workers’ redistribution of income such as wages, bonuses, capital transfers and housing distributions remains high. Second, though the income of workers has been raised, the internal friction has become increasingly serious and the production efficiency has deteriorated. This anomaly has aroused confusion and unease in the business community. The author believes that in the second round of contracting, the key to avoiding this phenomenon is to re-understand, adjust and improve the internal income redistribution in the first round of contracting from the perspective of fairness theory.
