目前,我省农业综合开发贷款占开发性贷款的50%,也是我省农业和农村经济发展的重要资金来源。按照开发宗旨要求,此项资金应用于“改田、增粮、创收”。即把增产粮食放在首位,集中资金,支持中低产田的改造,合理开发利用荒山、荒坡、荒地、荒水、荒滩,同时要加强农业基础设施建设,增加水利兴建和整治水利设施的资金投入,促进农、田、水综合治理,改善中低产田的基本生产条件,增强抗灾能力,扩大稳产、高产农田面积。如何使用好这项贷款,对于促进我省农村经济持续、快速、健康发展具有非常重要的意义。因此,本文仅就我省目前农业综合开发信贷工作思路谈点想法。一、拓展信贷功能,确立开发重点农业综合开发信贷工作,在继续支持国家确定的黄淮海开发区外,扩大项目的辐射区域,应将我省皖江开发作为重点,推进长江带开发,支持建立大宗农产品及名特优新稀
