时过三年,中国入世走了多远?人们观念的变化已经清晰可见。但调查显示,行业的真实开放度恰与改革进展成正比,有些行业已经悄然进入发展快车道,而“重点行业”享“保护期”之荫庇,所受冲击有限,改革也相对缓慢。如果入世的目的就是以开放促改革,如果中国真的愿意全面融入世界,未来两年,我们需要更大的压力,也期待更多的改革与开放的自觉。
After three years, how far has China’s accession to the WTO gone? The changes in people’s concepts have become clear. However, the survey shows that the real degree of openness of the industry is just proportional to the progress of the reform. Some industries have quietly entered the fast lane of development while the “key industries” enjoy the protection of the “protected period.” The impact is limited and the reform is relatively slow. If the goal of accession to the WTO is to promote reform through opening up, if China really wants to fully integrate into the world, we will need greater pressure in the next two years and more anticipation of more reform and opening-up.
