中国对外开放能否成功,关键在于对外开放的组织模式的选择。从兼顾开放目标与开放条件的双重约束出发,我国对外开放的现实模式,一方面要采取区域性开放的空间形式以满足开放条件约束,另一方面必须输入行业性开放的某些功能以实现对外开放的预期目标,以期达到区域性开放的适应性同行业性开放的合目的性的有机融合。这种对外开放的现实模式可称之为“复合性开放”。
