As a resident of Prince William County, Virginia, I had previously participated in the Land Acquisition Hearing and Residential Development Hearing, but the Budget Hearing for the first time. It was an early spring night, and the hearing was scheduled to start at 7:30 PM. When I arrived at the county government at 7:10, I found that the parking lot in front of the main entrance was full and had to park on the side of the road.
