一 搞好国有大中型企业,是当前深化经济体制改革的重点。但是搞好国有大中型企业的重点究竟在哪里,是在企业外部,还是在企业内部?在企业内部,重点是加强生产经营,还是加强资金运营?这是一个值得研究的问题。我认为,改善外部环境以及搞好生产经营都很重要,但搞好大中型企业的重点在企业内部,企业内部的重点是资金运营。这个问题可以从三个方面来分析。 第一,1978年以来,我国国有企业的改革从放权让利开始,已经取得了实质性进展。目前,国有企业的生产经营决策权已经完全交给企业,企业的投资决策权也已经基
1. Doing a good job in large- and medium-sized state-owned enterprises is the key to deepening economic restructuring. However, where is the focus of the large- and medium-sized state-owned enterprises? Is it outside the company or within the company? Within the company, whether the focus is on strengthening production operations or strengthening capital operations? This is a question worthy of study. I think that it is important to improve the external environment and do a good job of production and management. However, the focus of large and medium-sized enterprises in the enterprise is internal. The internal focus of the enterprise is capital operation. This problem can be analyzed from three aspects. First, since 1978, the reform of state-owned enterprises in our country has started from decentralization and profit-sharing, and substantial progress has been made. At present, the decision-making power of state-owned enterprises for production and operation has been fully passed to enterprises, and the investment decision-making power of enterprises has also been established.
