政府协调是现实政治与社会生活中必不可少的治理工具。政府协调成本指为完成政府协调活动所支出的全部行政性费用和协调不当造成的资源损失,可分为人力成本、物力成本、财力成本、信息成本、机会成本、规制成本及环境成本等构成要素。我国经济的发展与社会繁荣,离不开政府的协调作用,但这并不能否认政府协调存在着资源非正常流失、协调成本无谓浪费等问题,主要是我们没有合理确定好政府协调的边界。因此,探讨政府协调成本的控制对策是一个有意义的话题。
Government coordination is an indispensable governance tool in realistic politics and social life. The government coordination costs refer to the total administrative expenses and the resource losses caused by improper coordination in completing the government coordination activities and can be divided into the components of labor costs, material and material costs, financial costs, information costs, opportunity costs, regulatory costs and environmental costs . China’s economic development and social prosperity can not be separated from the coordinating role of the government. However, this does not deny the government’s coordination problems such as abnormal resource loss and coordination costs unnecessary waste, mainly because we do not reasonably determine the government’s coordination of the border. Therefore, it is a meaningful topic to discuss the control measures of government coordination cost.
