哈尔滨市道里区常住人口67万人,每天流动人口20余万人,1992年以来,全区共发生杀人案件127起,破获80起,破案率为63%。坚强有力的组织领导,是及时侦破杀人案件的组织保证近几年来,杀人犯罪已成为严重危害社会治安的突出重点问题。人民群众在很大程度上是以命案能不能及时侦破来检验公安机关的工作,党委和政府也是看那些影响大、危害大的杀人案件能否及时侦破来检验公安机关的战斗力。基于这种认识,几年来我们始终把侦破杀人案件作为打击工作中的重中之重。一是严厉打击杀人犯罪在局党组成员中已形成了共识,分局党组把及时打击杀人犯罪摆上重要工作日程,对案件的情况、发展趋势经常研究,每季度召开一次例会,对疑难案件组织会诊,解决工作中遇到的问题。党组要求局领导在搞好分管工作的同时,每人都承包主攻案件,人人都做到靠前指挥。
