苏联医疗卫生保健事业的基本原则是以预防为主。遵照这一原则,政府大力发展地段医疗保健工作,为全民提供免费医疗服务。地段医疗保健,即是在固定区域内为当地居民提供基本的、必不可少的医疗保健服务。具体方法是:将全国划分成若干区域,每一区域有3~5万人口,然后再划分成许多小的区段,每个区段配备一名医生,称作地段医生,他们在本地段的综合门诊为居民提供医疗服务,有时还登门为那些不能去综合门诊的病人及退休工人服务,
The basic principle of the Soviet health care business is prevention. In accordance with this principle, the government has vigorously developed medical and health care in lots and provided free medical services for all citizens. Lot health care is to provide basic and essential health care services to local residents in a fixed area. The specific method is: divide the country into several regions, each of which has 30,000-50,000 people, and then divide it into many small sections. Each section is equipped with a doctor, called a lot doctor, who is in the local section. Comprehensive clinics provide medical services for residents, and sometimes they also serve patients and retired workers who cannot go to a comprehensive outpatient clinic.
