2008年11月15日中午,因雨雪天气,黑龙江省一些客运公司缩减了发车班次,肇事车辆黑R10319大型客运汽车在哈南岗客运站登车人数即已超过卖出的44张车票数,4名无票人员在车内吸烟室躲避。此车实际乘员为持票乘客43人、司乘人员2人、无票乘客4人,共计49人。13时发车时,驾驶员杨俊忠驾驶肇事车辆躲过了客运站稽查人员的核查,出站之后,又先后在中途上了12名乘客,这些乘客被安置在客车内过道的加凳上。16时25分许悲剧发生了,在同三高速公路293公里+970米弯道下坡处,因路面结冰,加上超速行驶,车辆突然失控,驶入道路右侧边沟侧翻,酿成11人死亡,3人重伤、10人轻伤的特大道路交通事故。
