目的调查了解承德市预防接种服务设施、设备、人员、服务能力等现状,为制定免疫规划政策提供依据。方法在承德市内对所有预防接种门诊进行问卷调查,用EXCEL对调查数据进行统计分析。结果 2009以来,承德市预防接种服务能力得到明显提升,12%的预防接种门诊面积达到国家要求,98%的冷链等设施设备得到普遍更新,设施设备普遍达标,初级职称1 036人,占接种人员总数的89.62%,均根据情况实行了“城市日接种,农村周接种”。但随着免疫规划补助经费由国家补助地方专项经费划入基本公共卫生服务经费统筹管理,基层人员预防接种服务积极性有所下降,存在接种服务经费不足、人力不足等情况。结论在预防接种服务工作开展中,要进一步实现制度化、规范化、程序化、科学化,及时拨付补助资金,强化人员培训,有序引导人员流动,提高预防接种服务能力。
Objective To investigate and understand the status quo of vaccination service facilities, equipment, personnel and service capacity in Chengde City, and provide basis for formulating immunization planning policy. Methods A questionnaire survey was conducted on all vaccination clinics in Chengde City, and the data of the survey were analyzed by EXCEL. Results Since 2009, the capacity of vaccination services in Chengde has been significantly improved. 12% of outpatient vaccination clinics have reached the national requirements. 98% of cold-chain facilities have been generally updated, and facilities and equipment have generally been up to standard. 89.62% of the total number of personnel, are based on the implementation of the “city inoculation, rural week inoculation ”. However, as the subsidy for immunization programs is allocated from the local special funds for state grants into the overall management of funds for basic public health services, the enthusiasm of grass-roots personnel for vaccination services has declined, resulting in insufficient funds for vaccination services and insufficient manpower. Conclusion In the course of vaccination services, we should further institutionalize, standardize, programize and scientifically allocate subsidy funds in a timely manner, strengthen personnel training, and guide the flow of people in an orderly manner so as to improve the capacity of vaccination services.
