从8月1日开始,石家庄市户籍改革全面实施,市内6区户口全面放开,各种横亘在城乡之间的户籍壁垒被全面拆除。改革之彻底、动作之大,开省会城市户籍管理制度改革之先河(《中国青年报》2001/8/12)。开启此项改革的现任石家庄市市长臧胜业,在任邢台市委书记期间已在河北省地级市中率先进行户籍改革,取得比较突出的政绩。他升迁履新伊始,目光又盯在了石家庄市区户籍管理制度改革上。
From August 1 onwards, the full implementation of household registration reform in Shijiazhuang, the city’s six districts full liberalization of accounts, all across the urban and rural areas between the household registration barriers were completely removed. Reform is thorough, action-oriented, and open the reform of urban household registration management system in the provincial capital (“China Youth Daily” 2001/8/12). Zang Shengye, the incumbent Shijiazhuang Mayor who opened this reform, took the lead in carrying out household registration reform in prefecture-level cities of Hebei Province during his term as party secretary of Xingtai and achieved relatively outstanding achievements. At the beginning of his promotion, his gaze was fixed on the reform of household registration system in Shijiazhuang.
